First, the Bad News

THE INTERNET WAS widely promoted as a new way to involve the community in public affairs. But if the approaching March 5 election is any indication, certain local governments haven't caught on.

As of Feb. 1, candidate lists weren't available on the Web sites for Oakland or Alameda Counties. A list of candidates recently appeared on the San Francisco Department of Elections' site, but it had scant details. Information on local ballot measures is also spotty: Alameda County's Web site lists only the names of the ballot initiatives, and the San Francisco and Oakland sites don't acknowledge them at all.
