EDITORIAL The 2007 ballot measure that was supposed to give Muni more political independence and more money has failed to provide either. It's time to say that Proposition A, which we supported, hasn't worked — in significant part because the administration of Mayor Gavin Newsom hasn't allowed it to work. It's time for a new reform effort, one that looks at Muni's governance structure, funding, and the way it spends money. Read more »

It's almost impossible to talk, even today, about repealing Proposition 13, the measure that limits property taxes. LIMITS ON PROPERTY TAX ASSESSMENT FOR SEISMIC RETROFITS

YES

The primary sponsor of Prop. 13 is Republican Sen. Roy Ashburn, who dominated the news for several days after he was arrested for drunk driving on his way home from a Sacramento gay bar. Needless to say, Ashburn's dramatic coming out has whipped up far more attention than his noncontroversial ballot initiative.Read more »
