Dec. 28, 2001

Nedir Bey applies to the Oakland Public Ethics Commission for matching funds to run for Oakland City Council District 4.

Jan. 15, 2002

Bey receives 22 contributions of $99 each on the same day, all from donors whose last names are Bey and whose listed addresses are shared with the Your Black Muslim Bakery outlet on San Pablo Avenue.

Jan. 24, 2002

Oakland Public Ethics Commission Executive Director Dan Purnell sends a letter to Nedir Bey asking for assurances that his campaign hadn't purchased money orders in bundles rather than fully allowing donors to make contributions on their own accord. Purnell also appeared to suspect that the money orders were filled out in the same handwriting and that minors made contributions to Bey's campaign.

Jan. 25, 2002

Nedir Bey receives a letter from the Oakland ethics commission announcing he is eligible to receive public matching funds for his campaign. Six days later, a check for $14,178 is deposited into the bank account of the Committee to Elect Nedir Bey.

Feb. 27, 2002

Oakland elections officials send Nedir Bey a letter indicating that his campaign had not submitted a pre-election disclosure statement covering a month-long period before the election. Voters rely on such filings to determine how candidates are financing their bids for public office. Bey would receive at least two more letters over the next several months explaining that he hadn't properly disclosed his campaign's expenditures, including those involving matching funds.

March 5, 2002

Nedir Bey wins just 268 votes in the Oakland City Council race for District 4, which covers East Oakland and straddles Highway 13, against three other candidates. David Stein won the primary race by two percentage points with 5,686 votes, but Jean Quan holds the seat today.

Aug. 30, 2002

The Committee to Elect Nedir Bey is officially terminated.

Sept. 30, 2002

The Committee to Elect Nedir Bey submits a belated filing to the city of Oakland noting total election expenditures of $39,741 without detailing how the money was spent.

Oct. 10, 2002

Purnell sends a letter to state elections officials requesting an investigation into campaign disclosure violations surrounding Bey's bid for council.

Nov. 20, 2002

Purnell sends a follow-up letter to Sacramento outlining new information about Nedir Bey's campaign he'd gathered from press stories, namely that minors may have donated to his campaign and that he appeared to have a familial relationship with the top recipient of his campaign expenditures, Vaughn Foster, who earned $39,000 as a campaign consultant, according to Bey's election filings.

Sept. 29, 2003

State elections officials send a letter to Purnell in Oakland requesting all material related to Nedir Bey's District Four bid.
